In a bid to bolster decentralized waste management, the Goa State Pollution Control Board (GSPCB) is gearing up to develop a Digital Waste Monitoring Platform to streamline the entire process of waste management, starting from its generation, collection, transportation, storage and disposal, in the State.
The new platform would help the Board to conduct real-time tracking of waste movement and inventorization, apart from making it mandatory for waste generators, authorized waste collectors and traders, waste storage facility providers, transporters and others, to register on the platform.
During its 160th Board meeting held on December 10, the Board decided to develop the online monitoring platform by engaging services of private agencies and accordingly to invite an e-tender for the same. The decision has been taken following directions from the Chief Minister Pramod Sawant, wherein he highlighted the rising number of accidents in the scrapyards.
According to the Board, the Chief Minister, in a communication, directed them to develop an online platform where all the scrap yards shall register and update on the waste generated, storage, etc. It was also suggested that the local police stations be provided the access to the real time data.
Considering that the Board issues consent under various Waste Management Rules, the Board decided that in order to provide effective monitoring of the waste collection, transportation, storage and disposal in compliance to the various Acts and Rules in force, it will develop a digital waste monitoring platform by engaging services of the agencies having relevant experience in such field.
During the meeting, the Member Secretary informed that once the platform is created, it will register the waste generators, authorized waste collectors and traders, transporters, recyclers, re-utilizers, etc and monitor the transport and disposal of all such non-biodegradable waste generated from facilities having consent or authorization of the Board.
The various services to be provided by the digital platform includes waste tracking and inventorization in real time, live auction portal for hassle-free, transparent asset disposal, single-point quality control, digital documentation flow for full traceability of waste, real time tracking of waste movement, overview of the eco-system and efficient working, etc.
