Designated as Mamlatdars to share workload, expedite process

Pointing out that Sub Registrars are now also designated as Mamlatdars for the purpose of mutation, District Registrar, South, Suraj Vernekar has said the office of Sub Registrar at Salcete shall complete the mutation of survey records within three days of registration of the document.
Vernekar explained that the mutation of survey records was earlier done solely by the taluka Mamlatdars. “However, on account of workload, there was a delay in completing the mutation process. The government has now taken the initiative by designating Sub Registrars as Mamlatdars for the purpose of mutations,” he said while delivering a lecture at G R Kare College of Law, Margao at the 'Senior Advocate Manohar Usgaonkar Centre of Excellence', an initiative by the Margao-based law college to equip the students to appear for various competitive exams.
He explained that the mutation of survey records is now done at the Sub Registrar Office itself after registration of the deed. “Now the purchaser need not approach the Mamlatdar office for mutation, provided the names of sellers are recorded in Survey Form I and XIV without any other third party names recorded in the Survey Form,” he said.
Vernekar further asserted that mutation shall be done by his office within three days of registration of the document, adding that he shall issue directions to all the Sub Registrars coming within the jurisdiction of South Goa to expedite the mutation process.
On the grievance about the delay in giving online approvals for documents submitted for approval to the Sub Registrar Office, he said approvals to applications for online document registration and online marriage registration are at present cleared within one working day in the Sub Registrar Office of Salcete at Margao.
Appreciating the proactive role of the South Goa Advocates Association in bringing before him various difficulties faced by the public, Vernekar said such suggestions have helped his department to eliminate the shortfalls and enhance its performance.
He requested students of the law college to assist the poor and needy to avail the benefits on various online services, which are provided by the Sub Registrar Office like online marriage registration, online application for certified copies of documents, online submission of documents for registration, etc.
He proposed that his department can train interested law students on how to apply online for marriage registration,/ marriage certificates, birth certificates, etc. And, how to put draft deeds for approvals under NGDRS software so that such students can through the college legal aid cell and help needy citizens. He suggested that if students provide such services to the public, it will stop agents from doing such work by charging exorbitant fees from people.
