“The candidate has to fill a challan and there should be
a proposer and a seconder for the nomination,” Salgoankar said.
The RO’s statement assumes significance, as Dnyneswar Damodar Morajkar, the petitioner who got relief from the High Court from Ward 1 in Bastora, had said that he sent his nomination through registered post on May 25.
The RO informed that he had received a nomination which came in through inward, but it was much beyond the stipulated time.
“I received a nomination through the inward parcel at around 3 pm much beyond the 1 pm deadline to file nominations,” Salgaonkar said.
Since the High Court order changes the dynamics of the election process in certain wards, the ball appears to be now in the court of the State Election Commission, which will have to take a call on fresh nomination dates.
