PANAJI: The Goa government has issued a show-cause notice to GMR Goa International Airport Limited (GGIAL) over alleged improper vehicle entry fees at Manohar International Airport, Mopa.
The notice refers to the concession agreement signed in November 2016, between the Airport Authority of India and GGIAL for the development of the Greenfield airport on a Public-Private Partnership basis.
According to the notice, the clause specifically allows vehicles to pass through the terminal approach road without fees if they halt for up to two minutes during peak hours and five minutes during off-peak hours.
However, on December 23, 2025, GGIAL reportedly levied fees on vehicles that halted at the Departure/Arrival terminal for just two seconds, an action the government has termed an “abuse” of the concession agreement.
The Civil Aviation Directorate has directed GGIAL to explain within seven days why action should not be initiated for this alleged violation. Failure to respond could result in legal proceedings against the airport operator.
