Govt will have to amend the Constitution, says Khalap

Former law Commissioner and Union Minister Ramakant Khalap endorsed ST community demand stating that what they need is a reservation within existing seats. 

However, he added, through the 84th Constitutional amendment, all the reservations and readjustment of seats for other classes are frozen till the figures of the next census is out after 2026. There has been amendment to the Article 330 and 332. 

He said that with this amendment, the reservation of seats within existing ones, which our ST people are asking is frozen till 2026. 

"If there is a political will, government will have to further amend the constitution to make it possible for Goa as a special case. Ordinance cannot be issued to amend the constitution," he said.
