Goa has been ranked second in overall Electric Vehicle (EV) adoption in India by NITI Aayog; however, the State’s overall performance on electrification, infrastructure creation and innovation in EV sector remained disappointing. With an overall score of 43 out of a 100, the coastal State stood at 15th position in the first India Electric Mobility Index 2024 (IEMI).
The Electric Mobility Index 2024 (IEMI) was published by the NITI Aayog for tracking the progress of electric mobility made by States and Union Territories, last month.
Based on IEMI scores, states are categorised into frontrunners (leading with robust ecosystems), performers (making progress) and aspirants (requiring intervention).
Goa has been adjudged ‘Aspirant’ State in the rankings -- with a score little above the national average of 33 -- which assess performance on three core themes: progress of transport electrification, readiness of charging infrastructure, and status of research and innovation in electric vehicles.
“The state performance trends highlight the progression of states in strengthening their e-mobility ecosystems over time,” Niti Aayog said.
According to the report highlights, the state has been ranked second in overall EV adoption in India, achieving a 13.6 per cent adoption rate in 2024. When it comes to EV adoption by private vehicles, the State tops the chart with 100 score along with States like Karnataka, Kerala and Maharashtra. However, its progress in commercial EV adoption remained minimal with a score of four out of 100, securing 28th position.
Goa has been ranked 7th (53 score) in transport electrification, 21st (38) in infrastructure including charging and 26th (29) in EV research and innovation.
NITI Aayog noted that the state provides a capital subsidy to set up public charging infrastructure covering electricity infrastructure costs for charging stations, up to Rs 8 lakh.
Transport Electrification Progress primarily revolves around state-led efforts to promote the adoption of EVs by incentivising EV purchases and operations. The theme evaluates the implementation of policies, initiatives and incentives to encourage consumers to shift from traditional ICE vehicles. The theme score reflects a state’s progress in fostering the adoption of EVs through initiatives and policy support
Charging Infrastructure Readiness focuses on the advancement of charging infrastructure development and integration within the state. The theme evaluates state-led initiatives and incentives designed to support the establishment of charging networks and promote RE generation.
The EV Research and Innovation Status focuses on the growth of EV R&D initiatives. It examines government policies, incentives and initiatives aimed at promoting EV R&D. The theme evaluates e-mobility-related startups, patents and EV courses that foster R&D in EV technology.
The coastal State has scored just 29 in the EV-to-EV-charger ratio category that represents the total number of EVs available per public EV charger in the state. The score suggests charger scarcity, potential congestion at stations and the need to expand charging infrastructure to keep pace with EV growth.
