As the government gears up to distribute ownership rights certificates (sanads) to beneficiaries under the Mhaje Ghar Yojana on Thursday, officials indicated that most beneficiaries are expected to be covered under categories such as the 20-Point Programme, pre-1971 structures, regularisation of structures in municipal and panchayat areas,
Sources said the possibility of encroachments on comunidade lands being regularised remains slim, with only a handful of cases”or none at all”likely to receive sanads at the programme.
Officials attributed the slow progress of such cases to procedural hurdles, particularly the reluctance of many comunidade bodies to grant consent. In several instances, applicants have also failed to pursue appeals before the Administrators of Comunidades after their applications were rejected.
“If there are any cases where encroachments on comunidade land are regularised and sanads issued, they are likely to be very few or none. The process has not advanced as required under the prescribed procedure,” an official said.
Ahead of the function at Ravindra Bhavan, Margao, teams of officials led by South Goa Collector Kushavati Egna Cleetus will be stationed at the venue from 9 am to receive and process applications.
“Applicants should bring all relevant supporting documents. Our teams of officials will be available from 9 a.m. to assist applicants and facilitate the processing of their applications,” Cleetus said.
