PWD set to dismantle illegal structures on public roads in major crackdown

The move follows a directive from the High Court of Bombay at Goa and a circular issued by the Principal Chief Engineer, Chief Engineer (NH, R&B), PWD.

In a public notice issued by Vincent D’Souza, Executive Engineer of PWD Division XIII, the department has warned that all encroachments falling within the Right of Way (ROW) and along any road edge in areas including Pernem, Mandrem, Tivim, Siolim, Aldona, Saligao, Calangute, Porvorim and Mapusa will face removal, whether movable or immovable.

“Any structure or encroachment deemed as a nuisance, obstruction, or danger to pedestrians or motorists will be removed permanently within the specified time,” D’Souza stated.

PWD officials clarified that the land in question belongs to the department and that unauthorised occupation constitutes an illegal encroachment.

The removal drive is aimed at ensuring road safety, improving traffic flow and preparing for future road widening projects.

“All local bodies including offices of the Deputy Collectors, village panchayats and municipalities have been directed to inform encroachers in their respective jurisdictions,” a senior PWD official said.

“We are giving them a final opportunity to vacate voluntarily before action is taken,” he added.

In cases where encroachments are not cleared by the deadline, the PWD has announced it will deploy heavy machinery to forcibly remove the structures. No compensation will be provided for unauthorised setups.

Residents and local vendors have been urged to cooperate with the authorities. “We are not against livelihoods, but public safety and proper planning cannot be compromised. Vendors should relocate to designated vending zones if available,” a PWD official said.

The PWD has emphasized that the May 21 operation will be the beginning of a sustained effort to keep roads free of illegal structures.

Further phases may extend to other talukas across Goa in the coming months.
