The Goa DRS Scheme Administrator, chaired by Dr Anthony de Sa, IAS (retd) and former Chief Secretary of Madhya Pradesh, inaugurated the official Deposit Refund Scheme (DRS) website, marking a transformative moment in the state's environmental journey. The website www.goadrs.com is the first step towards information dissemination, as Goa prepares to become Asia’s first state to implement a comprehensive statewide deposit refund system covering all non-biodegradable packaging “ plastic, glass and aluminum. This is expected to fundamentally shift how citizens perceive single-use packaging”from disposable waste to value.
The newly launched website serves as a complete resource hub for every stakeholder in Goa's circular economy revolution. Citizens, retailers, brand owners, waste collectors, tourism operators, and local authorities can now access tailored guidance explaining what DRS means for their specific role, how to participate effectively, and the operational mechanics that make the system work seamlessly. The platform features interactive tools, compliance guidelines, collection point locators, and real-time updates as Goa counts down to the April 2026 full rollout.
At the heart of DRS lies a profound behavioural transformation. Rather than discarding plastic bottles, glass containers, aluminium cans, and multi-layered packaging after use, citizens will now recognize these items as holding tangible financial value” a small deposit paid at the time of purchase that can be reclaimed at over 300 collection points across the state when the used packaging is deposited. This simple economic incentive catalyzes mass behavioural change, turning every consumer into an active participant in waste recovery and environmental protection.
"Today marks more than a website launch”it represents a fundamental shift in mindset," said the Scheme Administrator at the inauguration ceremony. "Goa will create a new perspective to see every bottle, every can, every plastic packet not as trash littering our towns and beaches and polluting our rivers and forests, but as currency waiting to be claimed on return. This is the behavioural revolution that will protect Goa's environmental heritage for generations to come."
The DRS website embodies months of extensive stakeholder consultations with industries, waste management experts, and community groups. It provides crystal-clear pathways for compliance, participation, and understanding”ensuring no stakeholder is left behind as Goa pioneers this ambitious environmental model.
Dr de Sa added that the website was a dynamic one “ and if citizens had any difficulties with navigating it or suggestions for improvement, they were welcome to draw these to the attention of the DRS Secretariat, so that the required changes could be incorporated.
"Changing behaviour requires changing perspective, and that begins with clarity and accessibility," stated Sachin S Desai, Director-Department of Environment and climate change. "Our website will empower collective behavioural change, showing every Goan”whether resident or tourist”that the container in their hand isn't garbage, it's an opportunity. When you can exchange your empty bottle for cash, recycling stops being a chore and becomes second nature. That's the power of DRS: turning environmental responsibility into economic common sense."
The scheme addresses Goa's critical waste challenges, particularly the surge during peak tourism seasons when packaging waste threatens the state's fragile coastal and forest ecosystems. By creating financial incentives for returns, DRS is projected to dramatically increase recycling rates, reduce ocean and beach litter, create green jobs, and establish Goa as a blueprint for sustainable waste management across India and developing countries all over the world.
