SDMA orders mandatory 7-day safety audit for all night venues after fatal fire at Arpora

The State Disaster Management Authority (SDMA) has issued an urgent advisory directing all nightclubs, restaurants, bars, event venues and similar establishments across Goa to strictly comply with fire, electrical and structural safety norms, following the massive fire at Birch by Romeo Lane club that claimed 25 lives. 

Invoking Sections 22(2)(h), 22(2)(i) and 24 of the Disaster Management Act, 2005, the SDMA has mandated an internal safety audit to be completed within seven days. Establishments must keep the audit report ready for inspection by the district administration, Fire and Emergency Services or SDMA-authorised teams.

The advisory also directs the venues to maintain a valid Fire NOC, adhere to approved occupancy limits, ensure all fire-fighting equipment is functional, use certified electrical systems, and keep all emergency exits unobstructed and clearly marked. Staff must also undergo regular training, including evacuation drills, and each shift must have a designated Fire Safety Officer.

Citing NDMA guidelines, the advisory further asked these establishments to train staff in escape measures, including improvising safe exit methods when trapped and unable to evacuate through designated routes.

It has warned that non-compliance will invite strict action, including closure, suspension or cancellation of licences and prosecution under Section 51(b) of the DM Act and other applicable laws.
