12-member panel for 'Enough is enough' movement

Retired Chief Justice of the Allahabad High Court, Ferdino Rebello, who heads the ‘Enough is Enough’ movement, announced that the citizens’ initiative will intensify its campaign against casinos and questionable planning permissions in Goa. 

At a press conference held at his residence in Dona Paula on Saturday, Rebello said petitions have been prepared to challenge the proposal of introducing a new casino vessel on the Mandovi river and to seek the quashing of Section 17(A) of the Town and Country Planning Act in the High Court.

Rebello revealed that the movement has now been formally structured with a 12-member committee representing North and South Goa. 

The North Goa panel includes Swapnesh Sherlekar, Francis Coelho, Govind Shirodkar and Devidas Amonkar, while the South Goa panel comprises Cleofato Coutinho, Serafin Dias, Elvis Gomes and Sandesh Prabhudesai. 

The committee was constituted during a meeting attended by over 50 citizens in Mormugao.

The petition against casinos argues that between April 1, 2023 and January 11, 2026, no gaming zone was notified by the government, yet permissions were granted for casino operations. 

Swapnesh Sherlekar has filed the petition highlighting this lapse. 

Another petition is being readied to challenge Section 17(A) of the TCP Act, which the movement claims facilitates arbitrary approvals.

Rebello also demanded that the government allocate budgetary provisions for a comprehensive study on the carrying capacity of Goa’s towns and villages. 

He warned that unchecked mega projects without such studies would strain basic infrastructure like water supply, electricity, and roads, which are already inadequate in many areas. 

“If a carrying capacity study is conducted, it will reveal the direct impact of large projects on existing facilities and the lives of ordinary citizens,” Rebello said.

The movement plans to launch its official website within a week to strengthen outreach and communication. Citizens who wish to join will be able to register online. 

Rebello added that an office in Panaji will serve as the hub for the campaign’s activities.

With legal action and grassroots mobilization, the ‘Enough is Enough’ movement is positioning itself as a broad-based citizens’ front to demand accountability and sustainable planning in Goa. 

At its core, the campaign insists that unchecked casino expansion and arbitrary planning permissions threaten the State’s environment, infrastructure, and quality of life.
