Execute common cadre for panchayat staff


It has been observed that since the Goa Assembly passed the common cadre for Panchayats, till date it has not seen the light of the day. 

The present dispensation does not look serious in execution of this bill passed in the assembly. Also many village panchayats have their own villagers, serving as clerks (LDC) and peons for many years. Many villagers across Goa would have experienced how the corruption breeds at the grassroot level ie the Panchayat. 

Inability to execute this bill itself showcases, the intent of the present dispensation to root out corruption seriously and helplessness in giving good governance to the people. 

Some of the reasons why the common cadre is required are: 

1. The clerk is never on time and also leaves early

2. No information is given about schemes to everyone but a select few

3. Legal matters conveniently shelved and delayed

4. Directives and memos of concerned authorities are not complied

5. Moreover the local body supports malpractices by clerks, as they belong to the same village 

If Collectors, Mamlatdars, BDOs, Talathies, Deputy Director of Panchayats, Director of Panchayats, Police Inspectors, and Panchayat secretaries can be transferred why not clerks and peons of the panchayat? 

The present dispensation need to execute this common cadre for panchayat with immediate effect.
