The most enthusiastic participants in Zilla Panchayat (ZP) elections are the candidates themselves and their close relations. Ever since the institution of grassroots governance, it is evident that the ZP has failed to acquire even dedicated premises of its own. Is this the “development” candidates speak of with such conviction?
Candidates rarely address crucial questions”what is the actual budgetary allocation to the ZP, and what emoluments do its members receive? Instead, voters are offered stock responses: the construction of a few drains, sporadic donations, and token gestures that neither empower the institution nor serve long-term public interest.
The ZP has no clearly defined role today, except as a convenient gateway for aspiring politicians seeking to test the waters before scaling greater political heights. The re-entry of political parties into these elections has further polluted the process. Independent candidates, unable to match the sponsored publicity blitzkrieg, stand little chance and often incur heavy personal losses.
ZP elections have thus become another feather in the cap of political bosses, used merely to showcase party presence. Unlike Assembly, Parliamentary, Municipal, or Panchayat elections, the outcome of ZP polls casts not even an iota of shadow on the standing of regional or national parties.
