Monsoons have hit the state with a bang giving little or no time for the population having borne the brunt of devastating floods. Main cause of these floods are improper planning by the civic authorities, TCP, real estate developers, etc. New highways are constructed reclaiming fields and other low lying areas. There are no proper water accesses marked out for free flow of water. Benaulim has been submerged due to flooding. This menace is acutely visible because of lack of drainage and the local people's complaints have fallen on deaf ears. The western bypass highway has to be constructed on stilts and not by land filling of low lying fields and surrounding areas. Nearby villages of Seraulim, Mungul have also been deluged due to flooding. Likewise low lying areas in the vicinity of Panjim are a perennial eyesore during monsoons. The water drainage problems are chronic as the sea level and the rain water table are almost one. Remedy would be gigantic land filling of all these low lying segments of Panjim and other towns and villages of Goa. These roads and relevant areas need to be lifted much higher and subsequently tarred. All random land filling of water bodies need restraining or complete stoppage. A total overhauling of works is the need of the hour for roads and real estate development. Departments like TCP, PWD and various civic authorities need to plan and execute these works in coordination with each other to provide a state free from the hazards of floods.
