A step towards inclusive mobility

The Goa Transport Aggregator Guidelines 2025, published in the official gazette, offer a progressive framework for app-based taxi services, addressing local taxi unions’ concerns. Unlike coastal unions fearing absurd losses, many inland associations have embraced the guidelines, encouraged by RTO-led consultations. ADT Parwadkar’s clear articulation of benefits in one meeting, including for motorcycle pilots, has built trust, emphasising driver welfare through mandatory health insurance and fixed fares.

The guidelines’ flexibility, allowing drivers to operate with multiple platforms or independently, empowers cabbies, unlike rigid models elsewhere. Every Indian state regulates taxi fares to ensure fairness, and Goa’s framework aligns with this norm, ensuring transparency and timely payments. If 3% of Goa’s population uses these services, around 1.73 lakh additional trips annually could boost the economy alongside tourist demand.

Mere opposition, like noise in a crowd, hinders progress. Chief Minister Dr Pramod Sawant’s bold vision, including empowering women entrepreneurs, deserves support. While some hesitate to endorse this transformative step, its potential to uplift all stakeholders is clear. Let’s champion this inclusive, forward-thinking initiative for a vibrant Goa.
