Does the State really need third district?

The Goa government has created the Kushavati district, a third district. Previously, Goa had only two districts: North Goa and South Goa, making it the state with the fewest districts in India. The reason it cites is better administration and speedy development. Do Goa politicians understand meaning of a district? Creation of this will make average district size smallest in India. It's just a way to create another LS seat and spend public money to build the necessary infra? If the State government really wants to improve administrative services or speed up development, it can be done without creating a new district. It's a politically calculated move aimed at 2027 election.  Besides it will necessitate the creation of third zilla panchayat and addition with a new collectorate office for a tiny state. Mining-induced displacement, unresolved land rights and environmental degradation remain characteristic of the lived experience of many communities. The good governance can be achieved through robust institutions and effective policies, regardless of state size. The focus should be on strengthening existing administrative mechanisms while ensuring balanced regional development through cooperative federalism.
