I had earlier written about installing speed governors in cars and hiring vehicles, especially two-wheelers. Many drivers act as if Goa is a playground and drive at high speed, sometimes under the influence of alcohol or other substances. This is dangerous, and the Goa administration must act.
On the issue of dacoity, the government still has no proper record of who is entering or leaving Goa through different routes. A work-permit system is needed for everyone coming to work in the state, including labourers, domestic workers, contractors and their teams. With proper documentation, the police can easily identify anyone without valid papers.
Citizens should also avoid keeping large amounts of cash, gold or other valuables at home. Unusual movement can be traced on CCTV, but only if security guards are alert. It has been observed that some guards work night shifts elsewhere and then sleep during duty hours at housing societies. In such a situation, how can they provide proper security? A work permit with a minimum fee of Rs 500 per person should be issued, including the names of family members. It must be surrendered when leaving the state and renewed every year. This may add work, but it is necessary for safety.
