To be clear, there are High Court judges who have passed fair orders to address illegal activities in Goa that affect forests, trees, hills, water bodies, beaches and mangroves.
At the same time, I feel that in some earlier matters, the arguments presented in court, particularly in cases related to hill cutting, may have been accepted without enough independent examination.
In several petitions, reliance was placed on plans and measurements submitted by authorities, even though questions have arisen in the past in other matters. If such approaches continue, some natural areas may not receive adequate protection.
I respectfully request the concerned judges to keep in mind the broader environmental concerns and the need for timely action.
