Pathetic govt buildings mirror state of governance

The Goa Government keeps on publicizing how the “double engine” government is doing, so much of development,  in print, radio and TV media; all paid for by the taxpayer with immature comments like “bhivpachi goroz na” and related statements mostly with the intent of  promoting the current Chief Minister Pramod Sawant. My question to the Goa CM is why are only new developments getting priority? Is it because “commissions” to the political class are much better on anything new?  Why are Goa government buildings in such a pathetic/dirty state, all over Goa ? Eg, the Matanhy Saldanha Administrative complex which is just one example. And when the new development is done, what is the plan to properly maintain it? The latter I think is more important then just gloating over new developments!  I think the maintenance/cleanliness of current govt/official buildings are the true representation of the state of affairs/governance and respect to the taxpayers. These current dirty/stinking official places say a lot about the so called “double engine” government.
