Regularisation of contract employees


The Goa government proposes to enact a legislation whereby private companies will need to regularise the service of the contract staff. If this comes to fruition then it will be a good step to provide employment to hundreds of people. 

But whether such a law will be legally tenable and feasible is another matter. The government cannot mandate and arm-twist the private sectors to provide permanent jobs as the investment in land, office, infrastructure etc. are borne by the owners of the companies and factories. 

They may have no obligation to follow the diktat of the government. It is ironic that the government is mulling to promulgate an ordinance to regularise the workers in the private sectors while teachers and support staff in schools, colleges and university and employees in government offices, municipalities, panchayats etc are routinely hired on contract basis. 

Since charity begins at home, it will be befitting if the government first implements the ordinance in its own turf and provide permanency to its employees who are working on contract for months and years.

Very suspect are the bonafides of the Goa Government in appointing a one-man Commission headed by a retired High Court Judge to examine the issue of land grabbing in Goa.The Judge has come from Aurangabad and it will take him time to study the ins and outs of Goa and the restrictions placed on him by the Government. We can only live in hope that this Judge will have a burning desire to be fair and impartial with the courage to uphold the law and strike down injustice…
