Speaker needs to maintain neutral position in Assembly

I have been watching the ongoings in Goa Legislative Assembly that is in progress and the proceedings seem very pathetic. The Speaker of the House who has to be neutral for both the ruling dispensation and the Opposition is often found to be biased against the minority opposition leaders. Similar situation is seen also in the ongoing Lok Sabha at the centre. When the Zero hour or Question hour goes on the Opposition is immediately ridiculed by the ruling dispensation and the Speaker requests the Opposition leaders to sit down without receiving any answers to their questions. Is this fair on the part of the Speaker to conduct the house in this inappropriate manner? As per the fundamental rights, opportunity should be equally given to both parties, as each member of the Legislative Assembly has to voice out the pros and cons of their constituencies and bring solution to their voters who voted them to be there in the Assembly. Hope better sense prevails.
