State needs proper, tough accident prevention policy

It was really heartbreaking to see a 40-year-old mother killed in a traffic accident at St Jacinto Island, caused by a drunk car driver who was a minor without a driving license. I wonder if the Goa Government and particularly the Transport Minister is really serious about addressing this serious problem that is taking so many innocent lives... or will the ruling politicians only act, if a minister or his family is a victim to the same. It is a no brainer that Goa needs a proper and tough policy immediately including but not limited to (1) Stringent fines and in unfortunate case of death, a very high compensation amount to be paid to victims/families, (2) Alcohol consumption restrictions/testing and stringent fines for violations including impounding/confiscation of the respective vehicle  and (3) An affordable taxi transportation policy particularly for those who wish to drink but can have a proper transportation option (instead of using their cars/vehicles!). I request the Goa government to place this issue on top priority urgently before even more lives are lost unnecessarily!
