The Director of Panchayats (DoP) has wide powers, but these need proper checks. Many resolutions passed by gram sabhas to demolish illegal structures are stayed by this department. Affected parties then approach the DoP, which often grants immediate relief by staying the demolition orders. This was seen in the case of Birch at Romeo Lane.
Birch is not the only example. Several other illegal establishments that were marked for demolition have also received stays from the Director. In many cases, this is believed to be due to pressure from higher authorities or other undue influence. In the Birch tragedy, valuable lives could have been saved if the DoP had acted with urgency.
When gram sabha decisions are repeatedly stayed, the purpose of holding these meetings is lost. It raises serious questions about local self-governance. It would be wiser to either reform or remove this department and allow panchayats to manage their own affairs without constant interference.
