Why does the Goa govt act only on court orders?

The Goa government is now trying to present itself as taking action against illegal activities. However, the main concern is: why does it only act when the court orders it to?  

It seems that if Goans want issues like cleanliness, noise pollution, mining, or real estate violations to be addressed, the government only takes action when the judiciary intervenes. Even then, ministers often look for loopholes, delaying tactics, or new laws to avoid or bypass court orders. This is a disgraceful state of governance.

People’s voices ignored

When people face many problems and nothing is done to solve them, it means their voices are being ignored. Have ministers become so arrogant and focused on money that they no longer care about the people?  Those in power seem to forget that it is the people who elected them. Have they taken people’s voices for granted? Have they forgotten their duty to serve? Leaders are chosen by the people, for the people.
