BJP Goa government has passed 3 controversial bills to legalise illegal encroachments and I must say the assent by the Governor was rather expected as the position is more of a rubber stamp by the ruling party. Saying that, I wonder if the BJP party was forced to do it (considering the High Court order to address the illegalities) as they could not be seen to demolish illegalities (vote banks) which can affect their election prospects. So then, if their controversial bills get quashed then they can always shift the blame and play the sympathy card for votes.
