Some PIOs take RTI applications for granted, and do not reply to them. Therefore the government must amend the Act by hiking the per day fine to Rs 1,000 instead of Rs 250 at first appeal. In Goa, the Goa State Information Commission (GSIC) can impose a penalty on a Public Information Officer (PIO) who fails to provide information under the Right to Information Act. This power is specifically granted to the Commission under Section 20(1) of the RTI Act, 2005. The penalty can be imposed if the PIO refuses to receive an application, fails to provide information within the stipulated 30 days, or denies information in a malafide manner. Some PIOs are so smart that they are never bother about RTI applications as they know that most of the common people do not go for RTI appeals. They are aware of the fact that nobody wants to waste time and money. Actually there must be public RTI domain to avail information readily in a streamlined manner.
