The rules of ISL are seen to be different in all aspects of the game and as such it calls for a review of the verdict by an appropriate forum which needs to examine the matter afresh. GFA will consult with the club owners and render all assistance that may be needed

I honestly don't know who is right or wrong in the actual situation.
Saying that, I feel the penalty is a bit harsh. If the franchises are already running the teams in loss for the last 2 seasons saying as an investment, I doubt they will be able to carry on. There might not be FC Goa next season. This will affect the football fans and also players more. Hopefully, there will be a better solution, which also stops teams or players be in this situation

FC Goa deserves the punishment.. my family and me are big soccer enthusiasts and FC Goa fans, I was not disappointed that they lost in the finals, someone had to win but was disappointed with everything that happened after the finals… the events have brought bad reputation to Goa, these type of incidents were only heard in Kolkata in the past.Soccer fans accepted the defeat with grace in an interesting final… but sadly the management messed up everything the club had earned in terms of reputation… it was sad to see that a disciplined Zico dragged into the whole fiasco, sure he has never come across such behaviour atleast from the management.
However having said that, starting the next season with -15 points is surely asking for too much and takes the sheen out even before the season start.
