So communidade is not community!

For all the injustices against communidades, this is perhaps the biggest. The Urban Development Minister’s definition, that communidade land is not community land, is a stand that will pave the way for regularising illegal structures in slums across Goa, most of them on communidade land. And who are the beneficiaries?
