At a time when the ruling corporators of the CCP from the Babush Monserrate camp were sparring with BJP's men over handing over land for the Bainguinim garbage treatment plant, there came a twist amid a sea of uncertainty. Soon after Taleigao strongman Babush struck a defiant chord, it was TCP Minister and currently Manohar Parrikar's man Friday Vijai Sardesai who worked out a rapprochement between the warring factions.
Till yesterday, ruling corporators were firm on their demand that CCP should execute a Memorandum of Understanding with Goa Solid Waste Management Corporation for utilising the land. There was a pre-condition too that the plant would be used for treatment of garbage within the jurisdiction of CCP and village panchayats of Taleigao and Se Old Goa. Opposition corporators argued that the land was bought and acquired for CCP and should be immediately transferred to the Goa Waste Management Corporation.
With the issue rested now, Vijai's influence within the CCP comes into sharp focus. In a game of one-upmanship, differences between the BJP corporators and the Babush faction came to the fore threatening to split apart the projection of unity. With BJP in the minority with 14 members including the co-opted one, there was no way the 17-member ruling could be overlooked while taking such a decision, even if there was a belief that there would be no opposition with the new Goa Forward-entrant Babush backing Parrikar. Vijai, who cleared the decks for Parrikar while contesting the Panaji by-poll by moving away Babush from the contest, takes the credit for playing yet another masterstroke and getting both the factions to the negotiating table.
CCP's nod has come with three conditions: Take an undertaking from the government on the time frame for completion of the project, assuring that the land will be used only for the purpose of garbage treatment and giving priority of the jurisdiction of CCP, Taleigao panchayat and Se Old Goa panchayat for dumping at Bainguinim. It is baffling when there is one condition that still questions government's intent in setting up a plant. Does the CCP still harbour doubts of a garbage treatment plant coming up?
The Bainguinim garbage treatment plant which will be built on the lines of the Saligao plant will bring in much-needed relief not only to the capital city, but the fast-developing Bainguinim plateau. Townships and mega housing projects are taking shape around the area admeasuring 1.71 lakh sq mts. At a time when the garbage issue is raising its ugly head in every nook and corner of the State, all real estate projects in the vicinity will be major beneficiaries of the garbage plant.
