According to the Minister for Health, Francis D’Souza, the Institute of Psychiatry and Human Behaviour has identified more children suffering from learning disabilities
and disorders than in the past. There were 1965 cases in 2015, which is more than double of 796 cases in 2013. This is actually a good thing. The fact is, that there are far
more children than that number, who have learning disabilities and disorders. Many are being identified by private concerns. That the government has now admitted that the number has increased only adds official credence to the situation. The reason that this increase should be looked at in a positive manner, is because this now means that more parents and guardians are now acknowledging the fact that their wards need special care and the tools to help them. This has to be done from an early age. The Goa Children’s Act has acts and
clauses in place to enable the government, institutions and organizations
help and deal with these children and the many
others who need to be identified. What is lacking is implementation.
The sooner the government does that, the future will
brighten up much faster for these special children.
