Posts in government depts

It is reported that an inter departmental committee has begun the exercise for reviving and creating of posts and a new system of recruitment. Do we not first want to reform the departments to make them lean and cost effective, remove hurdles, duplication and bring in better efficiency and coordination?
If we visit any department, lot of staff in most departments seem to be chatting or not in their seat and there is no one else to attend to the citizen to take over the missing persons job.
The PWD will dig up the road without informing the telephone or power department then leave the trenches open. The telephone department is then found digging it up again as their cables have been unknowingly damaged, etc.
Can we not have a proper work study done by professional bodies to streamline procedures, increase efficiency of the work flow, improve coordination and give citizens good service with transparency and accountability in a time-bound, efficient manner?
Maybe we need to merge departments or downsize staff rather than increase recruitment which means adding work flab, extra expense and permanent burden on the exchequer in retirement and other benefits - a millstone around our necks and to the detriment of good governance.
