Labour Minister Babush Monserrate stated that reserving jobs for residents of a particular state is unconstitutional. He referenced Karnataka's attempt to implement such a policy, which was eventually withdrawn. Monserrate pointed out that people from Goa also work in Maharashtra and other states, making it unfair to restrict job opportunities to state residents only. He mentioned a scheme in Goa that encouraged companies to hire at least 60% of their employees from the local population, offering certain benefits to those that complied. However, Monserrate noted that only four companies took advantage of this scheme, indicating limited interest.
Monserrate emphasized that any change to this policy would require an order from the Supreme Court, underscoring the constitutional constraints on such state-specific employment measures.
