Former councillor and North Goa District BJP Vice President Franky Carvalho will not be able to contest the civic election in Mapusa after the Deputy Collector of Bardez Kapil Phadte rejected his caste certificate.
Carvalho was denied the OBC status on two counts: improper life birth report and the caste certificate issued by an unregistered organisation.
“The organisation that issued the caste certificate to Franky Carvalho is unregistered. Secondly, his life birth report was not proper. There is nothing on record to show that the person concerned belongs to the ‘Catholic Kharvi’ community,” Phadte said.
The former councillor was embroiled in a controversy after he was accused of allegedly manipulating data to obtain a fabricated community certificate.
The Secretary of Traditional Fishermen’s Association of North Goa Peter Menon first issued him a ‘Catholic Kharvi’ community certificate, then withdrew it and later restored it again.
