In response to inquiries from The Goan news daily, Facebook and YouTube have detailed their strict guidelines for addressing hate speech and violent content on their platforms. Both social media giants have clear rules aimed at cracking down on such harmful content.
Facebook and YouTube do not permit content that promotes violence or hatred against individuals or groups based on specific attributes. These protected attributes include: Age, caste, disability, ethnicity, gender identity and expression, nationality, race, immigration status, religion, sex/gender, sexual orientation, victims of a major violent event and their kin, veteran status.
If one finds content that violates these policies, then they should report it. Instructions for reporting violations are available on their platforms. If one notices multiple videos or comments that are problematic, he/she can report the entire channel.
Posting content guidelines
If you post content on YouTube, do not: Encourage violence against individuals or groups based on their protected status; Incite hatred against individuals or groups based on their protected status.
These rules apply to all parts of YouTube and Facebook, including videos, descriptions, comments, live streams, and external links. For content that includes hate speech but serves an educational, documentary, scientific, or artistic purpose, this context must be clear within the video itself, not just in the title or description.
Consequences for violating guidelines
If the content violates these policies, it will be removed, and the creator will receive an email notification. If this is the first violation, the creator will likely receive a warning with no penalty to the channel. Creator can take a policy training to make the warning expire after 90 days. However, if the creator violate the same policy again within those 90 days, the warning will not expire, and the channel will get a strike.
If the creator receives three strikes within 90 days, the channel will be terminated. Repeated violations of the Community Guidelines or Terms of Service can also lead to the termination of your channel or account. In severe cases, a single instance of abuse can result in immediate termination, especially if a channel is dedicated to violating these policies.
In some cases, YouTube and facebook may remove content or issue other penalties if a creator: Encourages abusive behaviour from their audience; Repeatedly targets and insults a protected group across multiple uploads; Puts a protected group at risk of physical harm based on local social or political contexts; Creates content that incites hostility against a protected group for personal financial gain.
If the content comes close to hate speech, YouTube and Facebook may limit features available for that content.
