The Education Department has asked 56 of 77 teachers recently promoted to the post of Assistant District Educational Inspector/Teacher Grade-I to allegedly continue discharging their earlier teaching duties, even as they take up responsibilities in their new cadre.
The arrangement follows a promotion order issued on August 31, 2026, based on recommendations of the Goa Public Service Commission. The 77 Assistant Teachers were promoted to the Group ‘B’ Non-Gazetted cadre after, in several cases, more than two decades of government service.
However, a September 29 order issued by the Education Department --nearly a month after the earlier order -- directed 56 of the promotees to continue teaching at their previous institutions while also taking on responsibilities at their new postings.
As per the order, copy of which is available with The Goan, in some cases, the arrangement requires the promoted officials to teach at a Higher Secondary School on certain days while attending another High School on the remaining days and at different locations.
“The said officials shall continue to draw their salary at the place of their present posting. The Head of Institutions at Column 4 (additional charge on Thursday, Friday and Saturday) shall issue monthly attendance certificate of the said officials to Government Higher Secondary Schools at Column 3 (Present place of posting on Monday, Tuesday and Wednesday) at the end of each month for drawal of their salary...” the order stated.
The arrangement has also drawn attention to the role assigned to 19 direct recruits appointed to the Assistant District Educational Inspector/Teacher Grade-I cadre. While they have been deployed as Assistant District Educational Inspectors, 56 departmental promotees have been asked to split their time between their new responsibilities and teaching at their earlier institutions.
A senior teacher, on condition of anonymity, stated that the order has not specified whether it is a temporary measure to address vacancies or a regular deployment arrangement for the newly promoted cadre. "We are not even aware of the criteria used to select the 56 promotees for additional teaching duties, or why the remaining 21 were not included in the arrangement," he said.
