Chief Minister Pramod Sawant on Monday introduced The Goa Goods and Services Tax (Amendment) Bill, 2023 to make registration compulsory for dealers engaged in selling five petroleum products and alcohol for human consumption within 90 days of the commencement of the Second Amendment of the Act.
As per Clause 2 of the Bill, amendment of section 3 of the Goa Value Added Tax Act, 2005 seeks compulsory registration.
Further, Clause 3 speaks about the amendment to section 18 of the Act to make registration compulsory for dealers engaged in selling petroleum products and alcohol whereas Clause 4 seeks to insert new section 31B to allow fresh assessment of dealers who are disallowed input tax credit for the reason of non-renewal of registration for any period starting from April 1, 2017, till the date of commencement of the second amendment of the Act by making an application on plain paper and after payment of fees.
In another Bill introduced on Monday called The Goa (Recovery of Arrears of Tax, Interest, Penalty, Other Dues through Settlement) Bill, 2023, the CM has proposed to provide for the settlement of arrears of tax, interest, penalties which were levied, payable or imposed under the various Acts administered by the Commercial Tax Department.
It further said that as a sizable portion of the recovery is locked under litigation, the government has proposed the amendment to unlock the amount involved in the outstanding dues and reduce the old pending litigations, for the period upto June 30, 2017.
The Goa Goods and Services Tax (Amendment) Bill, 2023 and The Goa Staff Selection Commission (Amendment), Bill 2023 were also tabled by the CM while The Goa Co-operative Societies (Amendment) Bill, 2023 and The Goa Scheduled Castes, Scheduled Tribes and Other Backward Classes Category (regulation of issuance and verification of Caste certificate) Bill, 2023 were introduced by Co-operation Minister Subhash Shirodkar and Social Welfare Minister Subhash Phaldesai, respectively.
