Absent panchas trigger uproar in Chicalim

The Chicalim villagers on Sunday took the panchayat members to task, as out of 11 panchas, only four attended the gram sabha.
The villagers accused the panchas of fooling the villagers and getting elected on false promises.
While not much came up for discussion, the villagers brought to the notice of the sarpanch that water tankers are drawing rampant ground water from the village without any specific timing.
Panch Rahul D’Costa informed the gram sabha members that the panchayat every year restricts drawing ground water from March to May and during the three months their timing is also restricted.
The gram sabha members objected to construction of high rise building in the village, as it adds to the mounting garbage and the villagers also face water and electricity problems.
Panch Rahul D’Costa said it was the duty of the PDA not to approve their plans and if PDA acts, the issue of high rise building will be stopped at the initial stage.
“If we try to stop their construction, the builder approach the Directorate of Panchayat and gets construction licenses passed and the panchayat cannot do anything,” said D’Costa.
Not satisfied with D'Costa's explanation, the members tried to argue further, but since there was no other issues to discuss, the gram sabha was adjourned.
