Warns that Goa’s beauty attracts unwanted attention

Advocate General of Goa Devidas Pangam on Saturday said that although environmental laws exist, the real issue is their poor implementation.
He said Goa has very limited land for development, but it is also a very beautiful place. “When something is beautiful, it attracts unwanted attention. That is one of the main reasons for Goa’s problems,” he added.
Pangam was speaking at G R Kare College of Law, Margao during the unveiling of its national-level law event, Juris Open 2025 – Eco Thinkers Fest.
The event aims to create awareness about environmental protection and remind citizens of their constitutional duty to safeguard nature.
He said that proper implementation of laws requires people who are genuinely committed to protecting the environment. “People must realise that even in our private actions, we should keep in mind the interest of the State, our natural resources and the environment,” he said.
He further added: “Every citizen has a fundamental duty to protect and improve the natural environment — including rivers, lakes, forests and wildlife — and to have compassion for living creatures.”
As part of the launch, students released a series of short legal videos to be shared on social media. These reels explain legal provisions and court rulings that ban illegal constructions and protect the environment.
They also highlight the damage caused by unplanned development and the rise of illegal structures. The reels draw attention to recent court directives ordering demolition of illegal buildings and warn that Government officials could face strict action if they try to protect such violations.
Through Juris Open 2025 – Eco Thinkers Fest, G R Kare College of Law aims to promote informed public participation, support responsible development, and help protect Goa’s natural heritage. Eleven law colleges from across the country have confirmed their participation.
