EMULATINGPANAJI: Bureaucrats and non-gazetted employees of the State government who run businesses or work second, part time jobs may come under the scanner and may even be purged from the muster rolls.

Revenue Minister Rohan Khaunte, who also holds the labour and employment portfolio, told the media on Friday that at least 30 percent of the State government's nearly 60,000-strong workforce are either involved in business or some side job and therefore lack motivation on duty.
Khaunte said he will ask Chief Minister Sawant to purge such employees from government service.
He was speaking to the media on the sidelines of a consultation he had with representatives of the private sector for whom he is in the process of formulating a policy to regulate recruitment.
The minister heads a task force set up by the State government earlier this week to draft the policy by which jobs and employment in private sector will be regulated.
“It's good if a government servant opens a side business. Employment is being generated. But he should be asked to quit the government post he is occupying,” Khaunte suggested.
He said, he will be writing to Sawant suggesting a special committee to identify government employees involved in side business. Referring to the move of the Central government led by Prime Minister Narendra Modi by which certain top bureaucrats were sent on compulsory retirement, Khaunte said the Goa government could emulate the modus operandi in the State.
Khaunte also suggested that a scheme reminiscent of the controversial 'traffic sentinel' mechanism adopted by the Goa police to instill traffic discipline by which citizens who expose government servants' involvement in side businesses would earn a reward.
Pointing out that providing employment in the government sector to deserving Goan youth is a huge hurdle for the State government, Khaunte said when these errant 30 per cent are purged from the rolls vacancies will be created which can be filled up with educated Goan youth.
Khaunte said cleansing the government workforce is prudent before formulating the State's employment policy.
Meanwhile Khaunte said the employment policy for the private sector will be finalised soon.
He said the consultation process has already begun and the policy will be compatible and complimentary to the State's IT policy among others.
