The proposed 100-tonne-per-day solid waste treatment plant at Bainguinim is unlikely to move to the financial bidding stage for at least another two to three months, with the Goa Waste Management Corporation (GWMC) first required to appoint a private project management consultant (PMC) to prepare the detailed project documents.
GWMC Managing Director Harish Adconkar said the consultant’s appointment was under way and the preparation of the necessary documentation would take a minimum of 60 to 90 days.
Only after the documents are finalised will the four firms shortlisted for the project be invited to submit their financial bids.
“We have already finalised four bidders for the Bainguinim plant. We now have to give them a detailed project report and then comes the financial bid,” Adconkar said. The consultancy bids are scheduled to be opened on October 29, following a pre-bid meeting at which GWMC responded to queries raised by prospective consultants. The latest development indicates that the project is still at the preparatory stage, even as the corporation moves to put in place an external agency to oversee the execution of the proposed waste treatment facility. The four firms shortlisted at the Request for Qualification (RFQ) stage are Hindustan Waste Treatment Pvt Ltd, Srinivas Waste Management Services Pvt Ltd, Organic Recycling Systems Pvt Ltd and HNB Engineers Pvt Ltd.
GWMC has decided to appoint a private PMC, citing the sensitivity surrounding the Bainguinim project and the need to ensure that its execution is closely monitored. The corporation had invited bids for the consultancy, with October 26 fixed as the deadline for online submission. Several prospective consultants had sought clarifications, which were addressed at a pre-bid meeting, Adconkar said.
The appointed consultant will prepare the project documentation, including the Detailed Project Report (DPR), feasibility assessments, engineering plans and cost estimates, before managing the subsequent bidding process for selection of the concessionaire. Its responsibilities will extend beyond tendering to construction supervision, scrutiny and certification of drawings, monitoring the installation and commissioning of machinery, and performance testing of the completed facility. The consultant will also monitor the plant’s performance during the guarantee period and oversee the preparation and approval of as-built drawings and other project records.
