The Cansaulim-Arossim-Cuelim (CAC) gram sabha members led by RDA Minister Alina Saldanha on Sunday came down heavily on the panchayat secretary for his alleged irresponsible behaviour of calling for an ordinary gram sabha when the day was fixed for a Special Gram Sabha to mark National Panchayati Raj Day, the day fixed to announce the Prime Minister's schemes under various heads.
Panchayat Secretary Pradeep Thamakar who was absent due to health reasons was critcised for being a habitual absentee. Sarpanch Philomnea D'Mello and Deputy Sarpanch Jose Maria Furtado were also present and the meet was conducted by panch John Fernandes.
The gram sabha members led by Dr Marconi Correia requested Saldanha to report to the Director of Panchayats the errant behaviour of Tamankar and to place him on immediate suspension.
Dr Correia proposed three resolutions that were unanimously adopted - that complaints be filed with the Director of Panchayats and Mormugao BDO about the chronic absenteeism of the VP secretary; besides concealing the records of the panchayats like proceedings book and minutes register and further not maintaining his movement register and concealing data of the bio metrics machine at the Cansaulim Panchayat office to record attendance and timings.
Gram sabha members also read 5 FIRs that have been filed against Tamankar by villagers of different panchayats where he was holding charge before taking charge at Cansaulim besides a PIL which was filed and judgment to be pronounced by the Bombay High Court Goa bench on April 28.
The members claimed that the secretary was involved in delaying the PHC Cansaulim construction license even after the elected body had resolved to grant construction licence.

VP falters on grounded tug, beach party
CORTALIM: The grounded vessel on the shores of Arossim beach which was supposed to be towed away by Monday took a turn for the worse after the tow tug also got stuck on the shores.
The gram sabha members questioned how Sarpanch Philomena D'Mello gave the NOC to a vessel which was not sea worthy by levying a paltry fee of Rs 10,000, for the beach party and that too with the panchayat resolution. Alina Saldanha was of the opinion that the panchayat had erred in granting the NOC for the beach party.
“The panchayat should have gone into the minute details of the beach party before issuing the NOC which they failed,” Saldanha said and added that she would take up the matter again with the tourism minister on Monday.
However, members Simon D'Souza and Dr Correia said there were big sharks from the the Tourism department and Captain of Ports who too are main violators in the episode.
It was resolved by the gram sabha that the vessel be removed on a war footing to avoid another River Princess-like disaster.
