Residents in Canacona are irked at inordinate delay encountered in general caste or residential certificates since online procedure was introduced to issue the certificates.
Rupa Pagi of Agonda, who applied for OBC certificate a fortnight ago, said: "My daughter needed the OBC certificate this Wednesday, but inspite of applying for it 15 days ago with the Talathi here, I have still not got it."
"They are giving reasons like computer down, internet down, but the main thing is not even online procedure neither simplifies nor speeds up the certification procedure. We do not need such services which cannot help when you need it. The previous manual procedures are better, as atleast these can be speed up and followed up with the officers, if delayed due to some unforseen circumstances," said Pagi.
According to Agonda Panch and former sarpanch Pramod Phaldessai, the erratic functioning of system is a hindrance in itself in giving e-governance. "Mostly systems are down and whenever computers function, internet connectivity will be down," Phaldessai said.
Phaldessai explaining the otherwise easy-to-use looking procedures said an applicant desiring to avail caste or residence certificates need to submit his/her application to the Talathi along with all the requisite supporting documents.
"The Talathi than scans the application and submits online either to Mamlatdar or Deputy Collector as the case may be. The applicant gets a message on his/her mobile phone when it stands processed or ready. The applicant has to approach Talathi, who by utilizing OTP (One Time Password) from applicant's mobile phone retrieve the certificate from the system and issues it to the applicant."
Phaldessai further said the non-functioning and malfunctioning of systems including net connectivity however plays unnecessary problems and inconveniences the residents.
