Following the deferment of the ordinary meeting scheduled on February 21, the Mayor of the Corporation of City of Panaji (CCP) has now written to the Chief Electoral Officer (CEO) seeking approval to conduct an ordinary meeting of the Corporation during the period of code of conduct.
Accordingly, the letter has been sent to the CEO on February 24 along with a copy of the agenda for his perusal.
The letter written by the Mayor, which points out that as per the section 25 of the CCP Act 2002, the Corporation shall meet at least once every month, states: “I had instructed the officials concerned of the Corporation to prepare the agenda of the meeting for confirming the minutes of the last meeting and some other minor subjects and fix the meeting on February 21 to comply with the mandatory provisions of law, although code of conduct is in force in Goa State, since the polling was over on February 4.”
“However, the Commissioner of this Corporation has objected to holding of this regular meeting of the Corporation on the pretext of Code of Conduct, although no any policy decisions were proposed to be decided in the meeting except appointment of municipal engineer on contract basis, with effect from March 1, 2017, which I had proposed to be deferred,” reads the letter.
However, the Commissioner too, on February 21 had written to the Director of Municipal Administration (DMA) seeking to propose to the CEO to grant permission to CCP to convene an ordinary meeting during the code of conduct.
