Seeks to boost citizen participation

The citizens’ group “Together for Mapusa” has submitted a draft Goa Municipalities (Amendment) Bill, 2026 to the Urban Development Secretary and the Director of Municipal Administration, proposing Ward Sabhas and Nagar Sabhas in all municipal bodies.
President Mahesh Rane called it a major reform to strengthen grassroots democracy and ensure active citizen participation. He said Goa needs urgent changes to secure the future of the next generation, adding that the amendment would improve transparency, accountability and justice.
General Secretary Jitesh Kamat said public participation is currently limited to voting, with little role afterward. The bill would allow citizens to question councillors regularly. He also alleged councillors often work under MLA influence, affecting independent decisions.
Vice President Vijay Bhike said expanding municipal areas could help Goa access more central funds.
Treasurer Rajesh Marathe said the proposal would let citizens raise issues through regular Ward and Nagar Sabhas.
