Code effect: Work, hiring comes to a standstill

The Model Code of Conduct, which came into force on Sunday after the Election Commission of India announced the schedule for the seven-phase Lok Sabha elections and results, is set to bring to a standstill several new development works and routine projects who’s work orders have not been issued for the next three months.

The pre-monsoon works whose work orders have not been issued could also be affected, unless implementing agencies seek specific clearances from the Election Commission.

At the outset, recruitment processes set in motion by individual departments to hire around 1500 fresh hands were immediately affected, government sources said. After much political haggling, these recruitment processes were restarted in December last year after the previous Laxmikant Parsekar government had frozen government hiring from November 2016.

Around 1500 posts were advertised and applications sought but the dates for the selection test for these posts had not yet been announced.

Town and country planning department had advertised for around 60 posts, Panchayat Directorate had advertised 62 posts, Department of Information and Publicity had advertised 19, Prosecution Department advertised 16, Tribal Welfare department 28 and Revenue department advertised a total of 280 posts for the two district collectorates.

The posts which were advertised were for talathis, aval karkuns and LDCs.

The Women and Child Welfare Department (102 posts), Social welfare department

(140 posts), labour commissioner (107 posts), Higher Education (130 posts), Animal husbandry (95 posts), Handicrafts (35 posts) and Dental college (57 posts) were also advertised.

Uncertainty also shrouds the next process in the recruitment of 182 teachers whose recruitment exam results are already out due to the Code of Conduct.

The government had done an assessment of its workforce and staff rationalisation in 55 departments and State-owned Corporations and about 2500 to 3000 new posts were created. Now, due to the Model Code of Conduct, the recruitment processes have hit a roadblock and will have to wait until May 23 when it will be lifted following the results for resumption.
