Goa Pradesh Congress Committee on Thursday petitioned the Goa Governor Dr Mridula Sinha requesting her to intervene as the constitutional head of the State in preserving legislative sanctity of Goa Legislature on the issue of Regional Plan.
Speaking to the media, GPCC general secretary and spokesperson Adv Yatish Naik said, “That the present government would de-notify RP 2021 and draw a new plan in consultation with all stakeholders was embodied in the inaugural speech of the then Governor K Sankaranarayanan for the sixth Legislative Assembly in March 2012. The speech was adopted by the House lending it legislative sanctity. But the government has not kept its word.”
GPCC insisted that the government is mandated not to breach a policy declaration made through the Governor in this manner.
“Congress hopes that Governor Sinha will take cognizance of this breach,” he said.
GPCC general secretary Agnelo Fernandes raised the issue of proposed conversion of 20 lakh sq mtrs of land in Mapusa under the Outline Development Plan (ODP) by the North Goa Planning and Development Authority (NGPDA).
He said, “The stretch of land includes villages of Guirim, Verla-Canca and Camurlim. This shows that the government is bent on concretising Goa.”
It was alleged that the conversion is being attempted as directed by Delhi builders’ lobby.
Meanwhile, Congress announced that it will work with double the strength in the upcoming year. Adv Naik said, “In 2016, we will connect with the electorate more vigorously, counter the BJP more aggressively and will work towards a BJP-mukt Goa.”
