The Merces panchayat issued notice to stop construction in the khazan field at Mormobi-O-Pequeno, Merces, where large-scale environmental destruction was done.
The notice was issued on Friday to Morombi-O-Pequeno communidade and the owner/occupier of the land with the panchayat authorities pasting the notice on the structure.
Interestingly, though, the panchayat chose not to mention the name of the tenant one Kombantaride Abdulla and instead mentioned owner/occupier in the notice.
When questioned about the same, Merces Sarpanch Assis Fernandes however tried to justify by stating that they are not aware of the person who is owner of the land.
“We do not know who Abdulla is or where he resides and hence we have mentioned owner/occupier,” Fernandes said.
Further, the panchayat has slated an inspection of the area on December 28 and the owner/occupier has been asked to remain present with documents or permissions, if any.
“If nobody turns up, then we will proceed for demolition of the structure,” Fernandes.
When questioned on panchayat action on the massive land filling, scrapyard operation and garbage dumping, Fernandes informed that action on that front will follow once the identity of the perpetrator is known.
When pointed out that the labourers had mentioned the name of a person who provides services to the panchayat, Fernandes said the information has to be confirmed.
“If the person is involved, we will definitely take action against him,” he added.
On the tar of the flyover being dumped in the area, Fernandes said they will write to the GSIDC seeking action in the matter.
Meanwhile, the sarpanch has also assured that action would be taken against illegal business being conducted along the roadside of the Merces bypass road.

OLD GOA: The Morombi-O-Pequeno communidade has complained about the rampant destruction of the khazan field in survey number 101/1 of Morombi-O-Pequeno, Merces.
The complaint has been lodged with the Administrator of Communidades (Central Zone) with copies to the Under Secretary (Revenue), North Collector, Dy Collector cum SDO and the Tiswadi Mamlatdar.
A separate complaint has also been lodged with the GCZMA Member Secretary, Director of Environment, Deputy Conservator of Forests, Water Resources Department, Director of Agriculture and Merces panchayat.
Finally, a third complaint has been lodged with the Deputy Collector, Tiswadi Town Planner and the Old Goa PI.
In all the complaints filed by communidade attorney Jose Carmin Joao, it has been mentioned that the water bodies and fields are filled with garbage, construction debris, asphalt debris and mud, thereby polluting the water bodies and destroying the fields.
It has also been pointed out that massive destruction of mangroves has also been undertaken.
Fear has also been expressed that such land fillings would lead to flooding of Panaji city and Merces village if such activities are not nipped in the bud.
Further, the communidade has demanded 24x7 police monitoring in the area, demolition of the structures and restoration of the khazan fields and water bodies by removing the mud, debris, garbage and other materials dumped.
Finally, the communidade has demanded that the authorities should ensure that such khazan fields are not filled in the future while also seeking exemplary punishment to the offenders.
