He was acting on a complaint from Ferdinando Fernandes of Agonda, who accused the Agonda panchayat of failing to comply with GCZMA order to remove/dismantle all structures falling in CRZ areas of Agonda.
“The village panchayat secretary, Agonda, is hereby directed to place the matter before the panchayat meeting and take necessary action as per Goa Panchayat Raj Act, 1994, and submit action taken report to this office within seven days from the date of receipt of this memorandum,” stated Karmali.
When contacted, Agonda panchayat secretary Sushant Gaonkar told The Goan that a report of the inspection of the alleged illegal constructions at Agonda is already ready. “It pertains to a particular survey number and not entire Agonda village,” informed Gaonkar. “There is also an ongoing court matter, as informed by complainant, regarding this issue. Also, we were busy with audit and other issues since the receipt of BDO’s memorandum.”
“The sarpanch has agreed to convene a meeting of the elected body either on November 28 or 29, where the issue of this memorandum and my inspection report will be placed before the panchayat.”
Asked to comment on the seven-day deadline to submit the action-taken report to the BDO office, Gaonkar replied: “A report will be submitted to the BDO within seven days of holding the panchayat meeting. I have seven days to reply to the memorandum dated November 2, which I received on November 3, from Canacona BDO after holding of the panchayat meeting.”
