The recruitment has been only kept on hold. Even if some of the candidates cross the age limit during this period, their age as on today would be considered.

In a bid to implement the Seventh Central Pay Commission recommendations in a smooth manner, the State Government has put on hold all recruitment processes in government departments and government-aided institutions with effect from November 23 onwards.

An office memorandum in this regard was issued by the Personnel Department on Tuesday. However, the memorandum has also stated that the instructions would be reviewed after a period of six months.

The State Government has stated that while implementing the recommendations of the Seventh Central Pay Commission it is necessary to maintain an adequate balance considering the additional enhanced liabilities on account of increase in salary and pension vis-à-vis the existing strength of the government and government-aided employees.

However, to ensure sufficient adequacy fund for payment of enhanced salaries and pension for implementation of Seventh Pay Commission in a smooth manner, the State Government has underlined the need to halt all recruitment processes in government as well as government-aided institutions.

"Instructions would be applicable to all those on regular or temporary establishment, workcharged establishment, NMR, daily wages, contract basis, etc. and shall cover all grant-in-aid institutions, government autonomous bodies, corporations, agencies, public sector undertakings, etc, where more than 50 per cent of government funding is involved," says the memorandum.

The instructions shall not be applicable to recruitment processes initiated and on-going by Goa Public Service Commission (GPSC) and contractual appointments of short tenure of six months and for further extension of contract.

However, if any department requires services of staff/employees or requires completing of the ongoing recruitment process due to certain exigencies of work and specific department requirement, then relaxation and approval of Personnel Department with prior concurrence of the Finance Department shall have to be taken.

With regard to government-aided educational institutions including Goa University, the Directorate of Education, Directorate of Higher Education and Directorate of Technical Education, shall have to first assess the request made by the institution and thereafter recommend the same for obtaining approval of the Personnel Department and concurrence of the Finance Department.

Nonetheless, the Government has also directed all the departments to individually assess their staff requirement vis-à-vis the schemes and programmes being implemented and carry out restructuring of the department, for which they shall avail assistance of the Administrative Reforms Department.

Meanwhile, all the secretaries to the government have been asked to submit a compliance report by November 25 on the implementation of the office memorandum in their respective departments and institutions to Personnel Department with a copy to Finance Department.

This move looks like a tactic to keep the cadres calm. If not the government should come out with formal figures of the jobs that are in the pipeline and which jobs exactly are now banned or blocked. For all we know, the ruling party could begin to hand out pre-dated appointments in order to avoid backlash from its cadres. This could also be an election funding strategy. That said, what about those honest candidates who have also been selected and are merely awaiting their appointment letters?

The association doesn't have any objections to the government’s decision to keep the recruitment on hold. It is their prerogative as they are aware of the urgency of recruitment in the government. We are only demanding that posts freed up by officers that have been promoted and retired should be filled in with those already in the department. Right now there is no problem with government department recruitment and it is up to the government whether they want to temporarily or permanently postpone or ban any recruitment process.
