A circular issued on Friday mandating that posts such as multi-tasking staff (office boy, messenger and driver), Junior Office Assistant (LDC and Data entry operator) and Personal Assistant (Steno typist and secretary) be deployed in government departments and autonomous bodies through empanelment by the Goa Human Resource Development Corporation (GHRDC) has cast a shadow on the promised 10,000 jobs by the State government.
The circular in the form of an "office memorandum" was issued by the Under Secretary (Personnel-II) Nathine Araujo, in which she said the government has decided to empanel the three categories of operative staff under the GHRDC for deployment in various government departments, autonomous bodies besides private firms on an assignment basis.
"It is enjoined upon all the heads of departments, autonomous bodies, Corporations and public sector undertaking, to engage the services of aforementioned empanelled staff from the GHRDC as per their requirement within the sanctioned staff strength," the office memorandum said.
It thus casts a shadow on the much publicised government promise of recruitment of 10,000 personnel often repeated by Chief Minister Pramod Sawant in recent weeks.
To beat the encumbrance of the ban on employment with the expected Election Code of Conduct coming into force for the 2022 assembly polls due in February-March 2022, the government has sidestepped the law which requires recruitment to all non-gazetted 'Class C' posts to be routed through the Goa Staff Selection Commission.
Interestingly, Araujo's office memorandum specifies that the empanelled staff so deployed in government departments and autonomous bodies through the GHRDC shall not in "any way be entitled to any government facilities available to the government servants who are appointed on regular or temporary basis".
"These conditions shall be stipulated in the terms of conditions to be drawn by the department with the GHRDC (at the time of requisitioning staff)," Araujo's office memorandum states.
The services of such empanelled staff of the GHRDC shall also be availed by government departments and autonomous bodies to fill leave vacancies, Araujo further said in the office memorandum.
The empanelled staff shall not claim any right on regular employment/job and their service matters shall be maintained by GHRDC, the memorandum adds.
